3. Setting of emergencies

At 15:08 on September 25, 2020, Shenzhen Zhishang Technology Co., Ltd. was in production in the clean workshop on the second floor. The assembly line workers used industrial alcohol to wipe the products. In the process of operation, they accidentally knocked down the unopened alcohol bottle, which caused electrostatic sparks and flammable vapor deflagation due to improper disposal.

The workers in the clean workshop on the second floor were evacuated downstairs in an emergency. Li Si and Wang Wu, who were loading alcohol in the middle warehouse of dangerous chemicals on the first floor, heard shouts outside and knocked down the unsealed alcohol bucket in panic. A large amount of alcohol leakage triggered the alarm of combustible gas concentration, and the alarm sounded in the duty room.

II. Organization and command system and division of responsibilities

1. Emergency Command Center of Hazardous Chemical Accident in Streets

The sub-district safety committee is the sub-district emergency command center for hazardous chemical accidents, leading the emergency handling of hazardous chemical accidents in its jurisdiction uniformly, with the sub-district safety leader as the general command. Main Responsibilities: Provide decision-making consultation for the emergency command center of hazardous chemical accidents under the jurisdiction in peacetime, and participate in the emergency disposal work of the field headquarters in case of emergency.

2. Set up a field command for the exercise

The general command is held by the leader in charge of security, deputy general command and on-site executive general command by Ying. A number of emergency teams are set up under the field headquarters, which cooperate to complete the emergency rescue work under the unified command of the field headquarters. The components and responsibilities of the emergency team are as follows:

(1) Comprehensive coordination group. Coordinated by the emergency management office emergency response team, comprehensive management office. Main Responsibilities: Organize, coordinate and deploy on-site emergency rescue personnel, transportation, communication, equipment and rescue materials, etc. To upload and distribute the command of the headquarters; To coordinate the development of emergency rescue work and cooperate with the accident investigation team established according to law to investigate the accident.

(2) Emergency rescue team. Coordinated by the safety expert group, the emergency management office personnel team, emergency management office emergency team, Guangming police station, urban construction office, Baihua fire brigade, Baihua community workstation and Shenzhen Zhishang Technology Co., Ltd. Main Responsibilities: Collect accident information, find out the nature, impact scope and possible consequences of the accident; Determine the change trend of the accident, predict the possibility of the recurrence and derivative accident, and report the relevant situation to the field headquarters in time; Formulate rescue plan and report to headquarter on site; Organize relevant professionals to implement the rescue plan determined by the field headquarters.

(3) Evacuation warning group. Coordinated by the comprehensive management office political and legal team, the emergency management office military team, Guangming police station, Guangming traffic police squadron, Baihua community workstation and related departments. Main Responsibilities: Responsible for coordinating the public security at the scene of the accident and conducting isolation and warning for dangerous areas; Do a good job of traffic control and diversion work in the accident area: adopt traffic control measures when necessary, and establish the mechanism of 'green channel' for emergency rescue.

(4) Medical aid team. Coordinated by the Public Service Team of the Public Service Office, it is composed of the East Branch of Shenzhen Hospital, University of Chinese Academy of Sciences, Baihua Health Center, Baihua Community Workstation, and Shenzhen Zhishang Technology Co., Ltd. Main Responsibilities: Responsible for setting up temporary medical aid stations in the safety area of the accident site; To carry out medical treatment for the wounded and sick; Timely report casualties and treatment information of the wounded and sick; Contact the area's disease control department, which is responsible for disease prevention and control and health supervision in the accident area.

(5) Emergency support group. Coordinated by the Administrative Service Group of the Party and Government Comprehensive Office, composed of the Economic and Financial Group of the Business Environment Office, Baihua Community Workstation and related departments, and Shenzhen Zhishang Technology Co., Ltd. Main Responsibilities: Raise and mobilize transportation tools, food and other materials needed for emergency rescue; According to the requirements of the field headquarters, implement the emergency support fund for hazardous chemical accidents; Cooperate with the emergency rescue transportation support work.

(6) Settlement group. Coordinated by the Public Service Group of the Public Service Office, it is composed of the Comprehensive Group of the Party and Government Comprehensive Office, the Group Working Group of the Party Construction Work Office, the Administrative Service Group of the Party and Government Comprehensive Office, the Community Grid Group of the Comprehensive Management Office, the Baihua Community Workstation, and Shenzhen Zhishang Technology Co., Ltd. (7) News team. Three, drill steps.

1. Accident alarm:

(4) after the enterprise emergency leading group and team rushed to the scene, after on-site investigation, found that the fire in the clean workshop was out of control, the alcohol in the middle warehouse of dangerous chemicals had been leaked in a large area, the volatile alcohol vapor and the air formed an explosive mixture, there is a risk of deflagration at any time. The disaster has exceeded the scope of the company's emergency response capacity. In order to ensure the safety of employees, the person in charge of the company ordered the emergency personnel to evacuate the site and wait for external rescue support.

2. Emergency response

① After receiving the alarm, the emergency command center of the street hazardous chemical accident immediately reported to the leaders on emergency duty of the street and asked for instructions to start the Emergency Plan for the Hazardous Chemical Accident of Guangming Street.

(2) The leader on emergency duty instructed to immediately start the 'Guangming Street Hazardous Chemical Accident Emergency Plan', and the emergency command center of the street hazardous chemical accident notified all functional departments to carry emergency rescue equipment to the scene.

③ On duty leaders led the street emergency command center staff rushed to the scene of the accident, the establishment of the scene command, by the Guangming street emergency team leader Wang Xing as the commander of the scene.

④ Enterprise security director statistics evacuated to the safe area of the operation personnel, found that in addition to a person trapped in the clean workshop, other personnel have been safely evacuated. The person in charge of the enterprise shall, after reporting the rescue situation on the scene, the evacuation of personnel and the emergency measures taken by the enterprise to the field commander, transfer the command authority to the field commander.

After receiving the report, the field commander immediately organized the emergency expert group to conduct on-site investigation, confirm the development situation of the fire, the location of the personnel trapped, master the species, nature, leakage amount of the dangerous chemicals, the scope of the damage affected, the potential danger, determine the attack and defense route, and formulate the emergency rescue plan.

3. Emergency disposal

① The emergency expert group reports the situation of the accident scene to the on-site emergency commander, and puts forward the emergency rescue plan and suggestions. Each functional department arrives at the scene to report for duty one after another, and the on-site commander gives rescue instructions.

② Baihua community fire brigade arrived at the scene, soldiers divided into two roads, to carry out fire rescue and search for trapped people. The first rescue team diluted and cooled the area of alcohol leakage with the spray water gun, and then transferred the chemicals in the middle warehouse of hazardous chemicals. The second rescue team used water cannon to extinguish the fire and search for those trapped.

③ The medical rescue team rushed to carry out on-site medical aid, first aid treatment for the wounded, and timely transfer to the hospital.

(4) The urban construction team of the urban construction office shall contact the environmental protection department to clean up the sewage waste liquid and the contaminated soil, make a good dynamic test, and ensure the health of the surrounding residents.

The rescue and rescue team reported that the fire was extinguished and the leaking hazardous chemicals had been transferred to the safe area, and the trapped personnel were rescued safely and handed over to the medical staff for further diagnosis and treatment. The safety hidden danger was eliminated and the danger situation was relieved.

4. End of emergency

After the danger situation is relieved, all participating units will gather at the rostrum. The scene commander will report the rescue situation to the general commander of the drill, who will comment on the drill and announce the end of the emergency drill.
